PARENTS ENCOURAGED TO APPLY FOR FREE OR REDUCED PRICE SCHOOL MEALS

Jackson County Schools Child Nutrition Program announces the 2006-2007 USDA policy for free or reduced price meals for children in Jackson County Schools.

Full pay prices for lunch this year are $1.75 for pre-kindergarten thru 8th grades and $2.00 for grades 9-12. Students eligible for reduced price meals pay $ .40.

USDA requires that lunch include five components: (1) protein, whether meat, cheese, eggs, yogurt, beans, nuts, peanut butter or any combination of these, from 1.5 oz for lower grades to 2 ounces per serving for upper grades (2) at least 1 ounce bread or grain (3) a vegetable (4) another vegetable or fruit, a total of at least ¾ cups and (5) half pint of milk, student’s choice of unflavored 1% low-fat or skim or 1% low-fat chocolate milk.

Full pay breakfast price is $.90 for pk-12th grades. Students eligible for reduced price meals pay $ .30. The state of North Carolina allows all Kindergarten students to have breakfast at no charge. Breakfast includes two breads, each 1 ounce, or a 1 ounce protein serving and a 1 ounce bread, ½ cup juice or fruit, and a half pint of milk.

WHY ARE THE PRICES FOR SCHOOL MEALS SO LOW? Our schools receive a reimbursement from the federal government for every student served a school meal. Because it is important for every child to eat, the federal government and Jackson County Schools provide a way to offer free or reduced price meals to families with limited income. The federal reimbursement this year for lunch for the full paying student is $ .23. The rate for the reduced price student is $2.00. The reimbursement rate for the free student is $2.40.

WHAT CHILDREN ARE ELIGIBLE FOR FREE MEALS? (1) Children whose families get food stamps or TANF (Families First); (2) Children from families whose total household income is the same or less than the amount in the free meals columns on the income chart for their household size; and, or (3) foster children whose personal income is not more than $233 weekly.

WHAT CHILDEN ARE ELIGIBLE FOR REDUCED MEALS? Children from families whose total household income is the same or less than the amount in the reduced meals columns on the income chart for their household size.

WHO SHOULD FILL OUT AN APPLICATION? Any parent who thinks his child might qualify for free or reduced benefits should fill out the application, return it to school, and wait for notification from the school telling whether the application is approved or denied.

HOW DO I GET AN APPLICATION? Applications with a letter to parents or guardians are being sent by school to all homes on the first day of school. If you do not receive one, ask for one at your child’s school.

WHAT SHOULD BE ON THE APPLICATION? It is important to answer the questions carefully, because missing information may result in a delay for your child. (1) If you get Foods Stamps or TANF, you must provide the child’s name, Food Stamp or TANF case number, and an adult household member’s signature. (2) If you keep a foster child, you must provide the child’s name, the child’s personal use income, and an adult signature (personal use income is the money given by the welfare agency identified) for the child’s personal use and all other money the child gets.) (3) If your household does not get Food Stamps or TANF, you must provide the child’s name, the names of all household members, income by source for all household members, the social security number of the adult household member who signs the application (or the word “NONE” if the adult signing does not have a social security number), and an adult household member’s signature.

HOW DO I USE THE INCOME CHART? Find your household size. HOUSEHOLD is all persons, including parents, children, grandparents, all people related or unrelated who live in your home and share expenses and/or income. TOTAL HOUSEHOLD INCOME is the income each household member got last month, before taxes. This includes wages, social security, pension, unemployment, welfare, child support, alimony, per capita, and any other cash income.

WHEN SHOULD I APPLY FOR BENEFITS FOR MY CHILD? You may apply for benefits at any time during the school year that you feel your child is eligible. If you should have a decrease in household income, an increase in household size, or become unemployed, or get TANF or Food Stamps, you may want to fill out an application at that time.

WHO SEES THE INFORMATION ON MY CHILD’S APPLICATION? The information that you give will be used to determine or prove your child’s eligibility for free or reduced price meals. The completed application is sent to the Child Nutrition Program at the Central Office to be processed. From that time on, the application is secured and kept confidential. The free or reduced status determined for students goes to the cafeteria for input into the point of sale so students will be charged for meals according to their status.

WILL I BE REQUIRED TO PROVE THE INFORMATION I PROVIDE ON MY CHILD’S APPLICATION? The information you provide may be checked at any time. You may be asked to send information to prove your child is eligible to receive free or reduced price meals.

WHAT IF I DO NOT AGREE WITH THE DECISION ON MY CHILD’S APPLICATION OR THE PROCESS USED TO PROVE INCOME ELIGIBILITY? You have the right to a fair hearing which may be arranged by contacting this school system.

HOW WILL MY CHILD BE TREATED IF HE/SHE RECEIVES FREE OR REDUCED MEAL BENEFITS? Children who get free or reduced price meals are treated the same as children who pay for meals. In the operation of the child feeding programs administered by the US Department of agriculture, no child will be discriminated against because of race, sex, color, national origin, age, or disability. If any member of a household believes they have been discriminated against, write to the Secretary of Agriculture, Washington, DC 20250.

WHAT IF MY CHILD HAS A DISABILITY AND CANNOT EAT REGUALR SCHOOL MEALS?  USDA determines what must be included in a regular school meal. Substitutions at no extra charge are allowed if a doctor has determined that your child’s disability would prevent his/her eating regular school meals. If you believe your child needs substitutions, please get in touch with his/her school.
